Dear Ronald,

I enclose a copy of a confidential despatch

of the 13th September from the Governor of Hong Kong

regarding project for the celebration in January 1941

of the centenary of the British occupation of Hong Kong.

A reply to this took the form of Cowell's semi-official

letter to Northcote of 13th October, of which I attach

a copy, together with Northcote's response of the

1st November.

We are now inclined to think that we had

better seek the King's approval of the statue project

and ascertain whether His Majesty has any preferences

about a sculptor or any wishes about the model and

style or the statue. We should at the same time

explain that the present uncertain conditions in

South Ching must restrain us from pursuing for the

moment the Governor's hope that it will be possible for

the statue to be unveiled by a Member of the Royal
